１．対象法令：外国為替及び外国貿易法
Governing law: Foreign Exchange and Foreign Trade Act
２．規制対象技術（例）：最小線幅0.5マイクロメートル以下の半導体設計に係る技術
An example of regulated technology: Semiconductor design technology applied for the
technology rule under 0.5 micrometer
３．許可の種類
Type of license
（１）個別許可：特定の取引先のみ、期間は６ヶ月
individual license: only for a specified customer with the period of six(6) month
（２）包括許可：許可の範囲内で誰とでも、期間は当初1年、その後3年comprehend license:
for any customers permitted by law with the first period of one(1) year, then three(3) years
after extension
４．包括許可取得要件
Conditions for the comprehend license
（１）輸出管理体制の構築：輸出管理規程の策定、輸出管理組織の設立、定常的な輸出管
理、社内教育、社内監査
systematic export control: company rule, export control organization, regular monitoring,
employee education, in-house inspection
（２）経済産業省主催の講習会受講（年1回）
attending a seminar held by METI once a year
（３）経済産業省へのチェックリストの提出（年1回）
submission of check-list to METI once a year
５．経済産業省の監査
Inspection by METI
全国で包括許可を取得している企業は約１０００社。年間100社ずつ監査を行っている。必ず
監査は実施される。主に輸出管理に係る書面の保存、記載内容が対象となる。
It is said that the number of company which has the comprehend license is about 1,000.
METI says they come to inspect around 100 companies yearly. It is sure that every
company will have the inspection within some years. The inspection is done by checking
related documents.
